The est ablishment of Chongqing Municipality was de-clared on March 14,1997,when the Fifth Session of the Eighth National People's Congress of China approved a proposal of the State Council.It is the fourth municipali ty,following in the footsteps of Beijing,Shanghai and Tianjin,to be allowed to run its own affairs directly under the jurisdiction of the Central Government.Therefore,the tot al number of the administrative units at the provin-cial level has increased to 31 on the mainland of China.
