交通战备工作要立足于平时，着眼于战时，认真贯彻国防要求，打好战时交通保障的基础，使平时的工作经得起战时的检验和验收。国防效益和经济效益是互相促进的，国防效益是目的，经济效益是手段。在交通战备工作中要实行“统一领导，分级负责”的原则，在经济体制改革和现代企业制度建立的情况下，各单位和个人应既尽义务，又享有维护权力，而保证应得利益的权利。
