This paper proposes an ideal set of glare rating scales,shows how it affects the vision legibility for driving,and simulates the situation in which cars are moving at the relative speed of 120 km/h and 180 km/h,and the light quantity change caused by the moving light sources affects vision legibility.It will offer quantitative vision data for engineers.
