首先利用常数变易法建立一个新的向量Ｂｅｌｌｍａｎ不等式，然后利用它建立了判别微分方程解的部分有界性及部分稳定性的判据．
In this paper,we first establish a new vector Bellman inequality. In what follows we shall give some practical eriteria of panical stability and panical boundedness of differential equations by using the inequality.
