The invitro dielectric properties of human fetal organ tissues were measuredand compared with the reference data or human tissues at the frequency range from 100kHzto 500MHz. The test samples including skin, muscle, heart, lung, liver, kidney, spleen andbrain tissues were obtained from the legal abortion with a 14 week gestation. The dielectricmeasurements were performed using a Network Analyzer and a coaxial line capasitive sensor.The least-square fitting procedure was applied to calculate the dielectric parameters of fetaltissues which showed two Cole-Cole dispersion processes. The βdispersion displayed a distribution or relaxation times for all fetal tissues,and a spread or dielectric parameters wasfound for different fetal tisfues to suggest cellular heterogeneity,and prenatal developmentand structural differentiation differences among the tested fetal tissues. With the dielectricdata,the electromagnetic power absorption ratios of fetal tissues to the reference human tissues of the same name were approximately evaluated for two simplified irradiation cases.
