大凡到过历史文化名城、我国著名的旅游城市、云南省省会昆明市的人,无不为这个城市街道整洁卫生,路旁绿树成荫,行人、车辆有秩有序而感到舒适、惬意,使人不能不由衷地赞美昆明市市政市容管理委员会在市政市容方面的工作做得好,继而产生敬佩之情。昆明市市政市容管理委员会于1991年9月正式成立,内设办公室、城管处、绿化处、计财处、法规处。下属单位有:昆明市客运管理处、环境卫生管理处、液化石油气管理处、城建监察总队、圆通山停车场、环卫机械厂、环卫科研所。其主要职责是:对全市市容市貌管理工作实行领导、监督、检查和整体协调,制定市容市貌管理目标责任制,将各项工作任务具体分解到县(市)区,明确具体措施,完成的时间和标准,形成工作合力。对各区落实管理目标责任制工作情况进行定期通报或实行年度考核,对查出的严重脏、乱、差问题,由市容委向所在区的责任单位签发"限期整改通知书",整改情况与年度考核挂钩;会同同级部门对市级市容管理部门的年度经费进行核拨;负责组织市城管监察队伍,依法查处市容管理中的各类违法、违章行为;对省、市有关单位和各区的市容市貌管理工作进行指导、督促、协调、检查、总结、评比、奖惩;办理有关市政市容审批业务。该委员会成立5年多来,取得了令人满意的业绩,为第三届中国艺术节的成功举办。
Kunming Municipal Works and Appear- ance Control Committee was established in September,1991.Its authorized size is 25,in- cluding general affairs office,urban adminis- tration department,afforestation department, planning and finance department and legal regulation department.Its units attached are Kunming Municipal Passenger Transport Con- trol Department,Environmental Sanitation Control Department,Liquefied Petroleum Gas Control Department,Urban Construction Mon- itor General Team,Yuantong Parking Ground, Environmental Sanitation Machinery Plant and Environmental Sanitation Scientific Research Institute. In the past five years since its establish- ment,the committee has made great contri- bution to the success of 3rd China Festival of Arts and 5th National Traditional Sports Meet- ing far Minority Nationalities.It enjoys good reputation from provincial and municipal gov- ernments and people in the city.
