REVIEW OF VATS SOUTHIWEST'S OPENING TO THE OUTSIDE WORLD IN 1994

1994年是改革开放的第15年,又是大西南五省区七方实施经济协作、联合开放的第10年,在这一年里,中国西南地区的对外开放怎么样呢?记者纵观五省区七方对外开放的大量事实,留下一个深刻的印象:动作大,力度大,步伐快,有如滚滚春潮,气势磅礴。西南地区经济发展滞后,他们创造了区域经济横向联合的形式。十年来各方扬长避短,多样合作,互利互惠,共同发展,大西南出现了以联合促开放,以开放促发展的可喜局面。西南各省区尝到了甜头,1994年的主题仍然是联合。

Jn 1994, the fifteenth year of China's economic reform and the tenth year of economic cooperation within 5 provinces in Southwest China, each region work harmoniously with various ways of coorperation to promote the further development of opening to the outside world. According to incomplete statistics, in the recent ten years we have signed 11, 122 cooperative items, of which 6,478 projects have been carried out. More than 5 billion yuan has been collected both from home and abroad, and trade cooperation has reached 40 billionn yuan. In 1994 more intense coordinations have been made in such fields as constructing the communication network of entry and exit, regional marketing system and tourism network in the Southwest. In the mean time, each province has seized the opportunity, deepened the opening to the outside world, introduced foreign funds enormously and established 'three funded' enterprises, which are wholly foreign-funded firms, joint ventures and co-operative enterprises. For example, Sichuan has taken the use of foreign capitals to develop infrastructure successfully, and Guangxi has taken the advantage of its location to expand its communnication installations. The most outstanding character is that a number of enlarged and specialized markets have been set up in the Southwest, and that leaders of every region have played an important role in invigorating the market. The more the market is opened, the more the economy will be developed. In 1994, the industry and agriculture have witnessed great growth and taken on a prosperous look in Southwest China.
