1993年4月,经中德双方政府批准,上海西门子数字程控通信系统有限公司(SBCS)终于诞生了。这家由研制、生产通信和数传系统而闻名于世的德国西门子公司和中国上海新光电讯厂、上海爱建股份有限公司、北京航星机器制造公司4家合资组建的中外合资企业,主要生产和经营 Hicom 系列数字程控用户交换机。此机型是目前世界上少数具有综合业务数字纲(ISDN)功能的最先进机型之一。该公司的建立,无疑让中国的通信研制、生产水平跨上一个新的台阶。Hicom 数字程控用户交换机是按照国际电报电话咨询委员会(CCITT)建议标准和规范进行设计的全新产品。Hicom 系统具有 CORNET 共路信令.中国一号信令、直流环路信令、E·M 信令以及25/50HZ 交流信令等。经邮电部通信设备进网检测中心检测,主要功能和技术指针符合进纲要求,邮电部通信司批准 Hicom 系统接入公共通信网。Hicom 系统的主要优点是产品技术先进成熟、质量稳定可靠;
