论“行政诉讼法”运行的文化观念阻力

ON THE RESISTENCES TO THE LMPLEMENTATION OF ADMIMISTRATIVE PROCEDURAL LAW FROM THE ANGLE OF CULTURAL SENSE

我国“行政诉讼法”运行中八个方面的文化──观念阻力是值得检讨的；对这些观念进行了理论否定，强调从传统文化观念向现代文化现念的变迁是“行政诉讼法”得以落实的关键。

This paper discusses eight kinds of resistences to 'Administrative Procedural Law'in terms of culture,and theoretically negates these resistences,then emphasizes the fact that it is the key for the implementation of Administrative Procedural Law to covert the traditional cultural sense to the modern one.
