The"three stresses"refers to a principle of family planning implementation which originated in Rongcheng City,Shandong Province in 1981.and was well accepted in the province.In 1983 the State Family Planning Commission met Rongcheng City and decided to extend this successful approach throughout the country.The threefold concept proposes three positive points,each contrasted with its negative.
