Mr.Liu Jianjun,a farmer forty years of age from Daqiaotou Village,Xiaoxian County,in Hunan Province,has become well-off by raising turtles.Liu's parents had six children and consequently lived a poor life.He was well aware that tbe family's hard time resulted from having too many children.In 1984,Mr.Liu gave birth to a boy and then choose a long-acting contraceptive method In 1985,he accepted the"single-child certificate".
