Abstract This paper presents the relation between the pollution prevention cost and the pollution treatment cost during the rapid economic develop-ment period in Japan.A comparison of the prevention and treatment cost made in Yokkaiti, Minamoto and Zinzuukawa catchment areas shows that the cost of prevention is lower than the cost of the treatment done after pollution. This paper also introduces Japan's experi-ence in the control of sulfur oxides, nitrogen oxides, coal smoke and wastewater.
