地勘单位产权制度的改革势在必行

REFORM THE PROPERTY RIGHTS SYSTEM OF GEOLOGICAL PROSPECTING UNITS-A NECESSARY STEP TO TAKE

本文认为，地勘单位十几年来的改革虽然取得了很大成效，但还没有触及到深层次的企业制度，尤其是产权制度，致使地勘单位无法从根本上转换经营机制，独立的生产经营和自负盈亏的目标难以实现。文章论述了地勘单位产权制度改革的必要性及其改革的基本思路．以及需要解决的问题。

Great achievements have been recorded in the reform of the geological prospecting units over the paSt ten-odd years. Nonetheless, some in-depth aspects of the enterprise system, especially the property rights system, have not yet been touched upon, thus making the geological prospecting units unable to have a radical transformation of their operational mechanism to attain the goal of exercising independent management and assuming sole responsibility for their profits and losses. The necessity of reforming the property rights relationships of geological prospecting units,the main measures to be taken, as well as problems to be solved are discussed
