浅析地方财政与地方矿产资源保护问题

A PRELIMINARY DISCUSSION OF LOCAL FINANCE AND MINERAL RESOURCES CONSERVATION IN LOCAL AREAS

文章简要论述了地方矿产资源的开发利用与保护和地方财政的关系。认为财政分级包干对发展地方矿业有促进的作用，也有制约的一面。提出了促进矿山和地方财政平衡发展的意见。

With a brief discussion of the relationship between the exploitation and conservation of mineral resources and the finance of local areas, the author holds the practice of letting the localities at different levels be responsible for their own finance is not only conducive to accelerating the development of their respective mining industries, but may also serve as a restraint factor. Suggestions on how to promote a balanced development of both finance and mining industry of the localities are included.
