摘要
文章认为，矿产资源既是物质资源，也是环境资源，其开发利用关系到经济发展与环境质量的维持。因此，应协调好资源开发与经济发展的关系，并就此作了论述。
The article expounds that mineral resources as material resources are also a kind of environmental resource, so, their exploitation is closely related not only to economic development but also the maintanance of environmental quality. For this reason, it is necessary to do a good job in coordinating the relationship between mineral development and economic development.
