给水设计方案经济评价中应考虑能源政策因素

FACTORS OF ENERGY POLICY SHOULD NOT BE IGNORED IN EVALUATING THE ECONOMY OF PLANS OF WATER WORKS

本文通过实例分析说明,在目前我国能源价格尚未理顺,存在政策性价格严重背离价值的情况下,进行给水工程设计方案经济评价时,必须采用符合客观价值规律的基本参数值,其结论才具有可靠性。特别对电价、贴现率等基本参数值的选择,必须符合价值规律,力求全面、正确地反映节能方案的相对经济性,确保能源“开发与节约并重”方针的落实。

The energy price deviates widely from its actual value at present in China as the price system has not been well adjusted.Analysis of a living example demonstrates that conclusions drawn from the economic evaluation in the process of water works design are not reliable unless some basic parameters which are in accordance with the objective law of value are adopted.Values of some basic parameters,with price of electricity and discount rate in particular,should be carefully determined so that the relative economy can be overally and correctly reflected,and the energy policy of“conservation goes together with development”practically put into effect.
