In this paper, with respect to the phenomenon of the Preference Cycle in multi-person and multi-objective decision-making, the basic theorem of Preference Cycle is proved, and its necessary and sufficient condition is given, Also, a Preference Cycle Criterion with its proof is presented, a brief example, too. The significance of the Preference Cycle Criterion in decision analysis is emphasized.
