自然资源优化开发模式研究

A STUDY OF THE OPTIMIZATION MODELS FOR THE DEVELOPMENT OF NATURAL RESOURCES

嘉陵江上游地区(四川部分)(以下文中简称本区)是一个以由地为主的区域,自然资源十分丰富,其中尤以非耕地资源、能源资源(主要是水力、煤炭)、生物资源更为突出,但目前开发利用的程度很低,优势没有得到很好的发挥.同时,由于长期以来开发利用方式不当。资源遭到破坏,水土流失严重,不仅造成了当地生态平衡的失调,而且还严重地影响了下游地区工农业生产的发展和人民群众的生活,为此,必须从资源开发与生态平衡的有机联系着眼,探索一条既能充分发挥当地优势、治穷致富;又能保护生态、保护环境的优化开发模式.基于此,本文在全面分析、深入调查研究的基础上,提出了适宜当地优化开发的几个基本模式,供有关部门决策参考.

The upper-reaches area of the Jialingjiang River within Sichuan Province mainly consists of mountains and hills and is abunded of natural resources,especially uncultivated land,energy(mainly water power and coal)and living beings,which has been little developed and utilized,so the local favourable conditions have not been given play to.Meantime,the long-term and inappropriate development and untilizations of natural resources has destroyed resouces and caused water loss and soil erosion, which have not only brought this area ecological imbalance but also affected industrial and agricultural development and local people's life settled in the down-reaches area of the river.In order both to give full play to local superioties,eliminate poverty and make people better-off and to protect ecological environments,and based on detail inspection to and deep research on the organic connections between natural resources exploration and ecological balance,this paper puts forward several models suit- able for finizing the environment developing the natural resources and benefiting the decision made by the departments con- cerned.
