本文以马列主义党建理论为指导,紧密结合工作实际,就高校基层党组织如何加强自身建设,发挥政治核心作用、战斗堡垒作用和党员先锋模范作用等问题展开论述;总结了聚精会神抓党建、搞好党的思想建设和组织建设的工作实践;具体介绍了加强制度建设、理顺党政关系参与行政业务管理、密切联系群众、增强党的凝聚力等做法和体会。

Guided by the Party Construction theory of Marxism-Leninism, this paper firmly combines the practical work and sets off an exposition on low primary organizations of the Party can strengthen selfconstruction, act as political core and bring into the roles as both fighting force and the exemplary vanguard of communists, it concludes the practical work of concentrating on Party construction and both the Party's ideology construction and organization construction; it specifically introduces the practice and knowledge of strengthening system construction, adjusting the relationship between the Party and the government(administration), participating in the administrative affairs management, maintaining close ties with the masses and strengthening the condensing power of the Party.
