摘要
定额对促进地质工作起积极的作用,但当前地勘单位定额工作普遍存在水平偏低、执行困难的状况,本文拟就四个方面进行了论述:①以包代管,层层承包,层层节约分成提奖;②奖金按官职大小的“等级” 系数分配或平均主义;③“一线紧,二线松”,引起生产人员不满;④制定定额有两怕,既怕水平高了“鞭打好牛”,又怕低了职工多拿奖金。这些因素对今后地质工作定额的修改具有参考作用。
Guotas are active elements for geoscience development. But nowdays the quotas of exploration survey units are in low level and have been run into difficulty. This article takes a detailed discussion around the four topics: 1. quarntee the fulfilment of output and economic effect quota substitute administration, and breaking up into several orders and allocating bonus. 2. equalitarianism or bonus share according to person' s position.
3. workers' bonus lower than white collars and causing dissatisfaction with workers.
4. two difficults of quota making: the first high level quota causing overload of workers and the second of low level quota causing high level bonus. These discussion will be helpful for revision of the econimic quotas.
