摘要
1.全球环境问题的背景自17世纪后半叶以来的350年间,世界人口实际上增加了近50亿。伴随世界人口爆炸式的增加,资源、能源的消费量也在急速增加,从近年世界整体的动向来看,在第二次世界大战后,1945～1975年的30年间,世界经济及一次能源的需求量增加了4倍多。随着这样活跃的人类活动而排放出来的种种化学物质,给自然净化作用增加了巨大负担,并已超过了它所能承受的极限。这种不平衡现象首先由60年代后半期地区性的环境破坏显现出来。对此虽然各国都在努力加以克服。
This article, on the basis of introducing the history, state and international trend of global warming and parti- cularly the cause of greenhouse effect from energy use which results in the global warming, proposes basic prin- ciples to deal with the issue of global warming. It also puts forward the 'global renewal programme' which aims at making great efforts in about 100 years to restore the globe which has been changed since the industrial revo- lution 200 years ago.
