本文从黄土高原自然——农业经济复合系统的运行机制研究入手,对建国四十年来的黄土高原治理进行了多方位的反思,并在此基础上提出了“寓治理于开发之中”,“变输血为造血”的黄土高原治理的最佳选择方案.

This poper is about a study,from many aspects,on the fourty years' tack- ling,since the founding of the Republic,of the loess plateau on base study of the nature of the loess plateau—a study of the law of the circling of the complexed system of agri- cultural economy,at the same time,a best-choser loess platcau-tackling programme, “developing it,while tackling it”,“turning blood transfusion‘to’blood making”is put forth.
