本文通过对彭阳县白岔村大沟小流域的深入调查与试验研究,探讨“三三制”水土保持型高效生态农业建设阶段的划分、各阶段的任务和目标,阐述了其雏型依据,并进一步提出更高层次发展的总体构想及其模式的适用性。实践证明,这是发展宁南黄土丘陵沟壑区第二副区黄河农业的正确方向。

This papcr centred on how to make the management of water conservancy in Ningxia go further and how to create a good environment for managing irrigation for developing Yellow River agriculture. It put forward the necessity, urgency and possibility of transit of farming irrigation man-agement undertakings to enterprises, and made some suggestions, which may provide a reference for the authorities and departments responsible for the work.
