Strategical Ideas and Measures on the Trade of Xinjiang With the SovietUnion

根据新疆居于欧亚大陆中心,且与多国相邻,第二大陆桥横贯其中,具有地缘优势和资源优势,设想把新疆建成转口贸易中心和地产贸易中心同时并举,有机结合的“内陆香港”.为此提出了以建立乌鲁木齐经济特区,北疆铁路沿线的出口加工区和边境地区的自由贸易区为中心措施的一系列配套措施.

Xinjiang is located in the centre of the Euro-Asia continent and is adjacent to many countries and the second continent bridge passes Xinjiang and there are a lot of advantages in resources and geography. This paper points out that'inland Hong Kong'two centres-one is entrepot trade centre, another is exporting centre of local products which are the main advantage of Xinjiang-will be established in Xinjiang. Finally, there are a set of measures containing WuLuMuqi special economical zone, process for exporting zone along the north railway of Xinjiang and the free trade zone in the frontier of Xinjiang put forward in the paper in order to realize the strategical idea.
