论中国特色进出境动植物检验检疫的风险管理

On the risk management of Chinese entry-exit animal and plant quarantine with Chinese characteristic

进出境动植检风险管理对于防控动植物疫情疫病的传入传出、降低和减少进出境动植检体系和工作风险、保障我国进出境动植检事业的长远发展有十分重要的意义。本文系统阐述了进出境动植物检验检疫中的风险、风险分析和风险管理的涵义,分析了中国进出境动植检风险管理现状及存在的问题,并提出了进一步加强进出境动植检风险管理的措施建议。

Risk management of entry-exit animal and plant quarantine have very important effects on animal diseases and plant pests from spreading. Risk management can reduce the risk in system and work of animal and plant quarantine, and guarantee long-term development of Chinese animal and plant quarantine. This article formulated the connotation of risk, risk analysis, and risk management in entry-exit animal and plant quarantine. The current situation and existing problems of risk management for Chinese entry-exit animal and plant quarantine was analysised. Measures and suggestions were also brought up for further reinforcing the risk management of animal and plant quarantine.
