湘西落后地区诈骗犯罪的现状调查与研究

诈骗犯罪是一种传统型犯罪,我国各地的诈骗犯罪率普遍较高,犯罪人通过虚构事实、隐瞒真相等方式骗取受害人财物。经调查研究发现,Z县诈骗犯罪的犯罪人员以30岁以上中年男性为主,文化程度偏低,常流窜作案,且以惯犯居多。犯罪手段具有多样性、隐蔽性、传统性等特点。笔者针对上述诈骗犯罪的特点提出加大防骗知识宣传与法制宣传力度、加大群众举报奖励、加强公共场所监控力度、加大社会保障力度等对策与措施。
