A new round of curriculum reform of the State encourages the development of school-based curriculum. In this paper, Jinzhou local culture in the framework of the new curriculum, describes the meaning and purpose of local culture school-based curriculum development. The Jinzhou traditional culture can be used as a curriculum resource content are introduced. And then discusses the value of local culture for the development of school-based curriculum.
