论我国地方教育投入绩效管理制度的建设策略

Analysis on the Performance Management System Constructional Strategy of Local Education Investment

由于教育投入低效现象普遍存在,教育经费使用缺乏科学的分配标准和有效问责机制,使得地方教育投入绩效管理改革势在必行。地方教育投入绩效管理制度的建设策略有:通过财政绩效管理制度倒逼教育行政管理体制改革;通过教育投入结果的问责制度落实教育部门行政执行责任;建立包括绩效预算、过程管理、绩效评价的全过程绩效评价管理体系。

Due to the low inefficiency of education investment,the deficiency of scientific distribution standard and effective accountability system,the performance management reform of local educational investment is imperative.The performance management system constructional strategy of local education investment include promoting the reform of educational administration system through the financial performance management system;implementing education department executive responsibility through the accountability system of education input results;and setting up performance evaluation management system which including performance budgeting,process management and performance evaluation.
