摘要
由于行政级别造成的大学组织之间的"区隔化",大学组织的人事制度改革不能改变其内部的复杂利益格局,大学组织的绩效工资改革不能充分发挥激励功能,作为事业单位的大学组织变革陷入困局。要破解大学组织的改革困局,从长远说来还得根基于教育反作用于社会的机理,发挥教育的超越性功能。*本文系2012年度河南省哲学社会科学规划青年项目"事业单位脉络中的大学组织变革研究"的阶段性成果(项目编号:2012CJY021)。
As a type of public institutions, the reform of university organizations is in dire straits, which is caused by the compartmentalization of administrative ranks between university organizations, the complex structure of internal interest that would be unchangeable by the university system reform of human resources. Besides, merit pay reform of university organization can't give full play to the incentive function. Historically, to solve the reformational dilemma of public institutions, we should give scope to the transcendent function of education which is based on the mechanism that education shows an adverse effect to the society. In this process, to remold the national character is a pragmatic gripper.
