根据"公地悲剧"理论解释渔业资源产权对休闲渔业发展的重要性,并运用马斯洛需求层次理论、相对剥夺理论分析渔民在资源争夺中处于弱势地位,而休闲渔业旅游者处于较难转变的处境。海洋牧场不仅解决资源稀缺问题,同时间接赋予渔业资源产权,缓解休闲渔业资源与发展的矛盾,并且通过实现渔民与休闲渔业旅游者从"对立"到"合作"的关系转变,化解利益相关者之间的矛盾。

The paper explains the importance of definition of property rights on fishery resources for the recreational fishery development by the theory Tragedy of the commons,then it analyses the fishermen are vulnerable and the tourists of recreational fishery are difficult to change in the competition for the resources by the theories of Maslow's hierarchy of needs and Relative deprivation.Marine ranching can not only solve the problem of resource scarcity,but also endow fishery resources with property rights,which will solve the contradictions of resources in the development of recreational fishery.Marine ranching can also change the relationship between fishermen and tourists of recreational fishery from opposites to cooperation,which will solve the contradiction between them.
