重视新建本科院校哲学社会科学中的科研评价问题

Emphasis on the research evaluation for the philosophical social sciences in the newly-established graduate colleges

重视提升科研评价的理性与能力,对促进新建本科院彰显科研公正、维护科研秩序、改善学校科研环境、提高学术科研水平等具有重要意义。目前,新建本科院校哲学社会科学科研评价方面普遍存在着科研评价意识比较缺失、科研评价实践中行政权力影响独大、科研评价方式不够切实等问题。这些问题的实质是科研评价活动与学术秩序的混乱失范问题。提升新建本科院校哲学社会科学科研评价能力,一是要认真反思科研评价落后的深切教训,确立科研评价的重要地位,二是要调整科研评价队伍,回归学术权力在科研评价中的主导地位,三是要创建合乎自身特点的科研评价方式,端正科研评价作风。

The emphasis on the improvement of rationality and capacities of scientific research evaluation has of great significance for the justice of scientific researches,the maintenance of scientific research order,the perfection of the scientific research environment and the improvement of the scientific research for the newly-established colleges. Currently,there are a number of problems underlying in the scientific research evaluation for the philosophical social sciences in newly-established universities,such as the lack of consciousness for scientific research evaluation,the significant influence posed by administrative power and the impractical evaluation methods for scientific researches,etc. These problems can all be traced as the disorder and discipline-less situation of the scientific research activities and academic order in these colleges. To improve the research evaluation capacity for the philosophical social sciences of the newly-established universities,in the first place,we should make reflections on the lessons taught by the lagged situation of the scientific research evaluation,to establish the significant position for the scientific research evaluation. Secondly,the scientific research team should be adjusted,returning to the condition where the academic power takes charge of the scientific research evaluation. Thirdly,the scientific research evaluation method should be established that is suitable for the specific characteristics and the solemn and correct style should be formed for scientific research evaluation.
