摘要
美国在应对重大灾害时通过创新社会保障制度发挥了显著的灾害补偿功能,特别是9·11恐怖袭击事件及卡特里娜飓风灾害治理进程中,美国政府创新运用多种社会保障制度与政策手段,迅速投入灾害应急响应与恢复重建,在政府分工协作、灾害案例管理、社会保障体系的实现途径与方式等不同方面积累了有益的管理经验,对重大灾害恢复重建发挥了积极作用。美国的社会保障体系灾后补偿功能的实现路径,对中国进行社会保障灾害补偿应用具有良好的借鉴作用。
America's social security system has played a significant mitigation function through innovation in response to major disasters of,especially the 9·11 terrorist attacks and hurricane katrina disaster. In the process of governance,the US government develop social security policy and system,and innovate government public service through private channels of purchase behavior to compensate the loss in order to post- disaster recovery in disaster emergency response,and good results have been achieved. America 's social security compensation mechanism of post- disaster restoration and reconstruction,could be a reference for China's social security disaster compensation using.
