This paper introduces the background,connotation and implementation of Singapore Medisave,and makes a comparative study between Singapore Medisave and Medical Savings Accounts of the Basic Medical Insurance for Urban Workers in China,This paper analyses the reasons that Chinese individual account does not work effectively. Put forward some suggestions for China. such as Increasing the value of individual accounts, improve the intended use,the appropriate extensions Proposals.
