微博问政中政府角色缺位及重建

How to Fix the Role and Define the Function of Government When People Participate in Discussing and Administrating of State Affairs Via Micro-blog

随着互联网技术的发展以及应用的普及,"网络问政"逐渐成为公众参政议政的重要形式。微博作为一个信息共享和社交活动的新兴媒体,正在成为公众话语表达和参政议政的有效平台。然而,由于政府对微博这种新媒体认识不足、引导不足以及规范不足,微博问政的效能非常有限。本文探讨了微博问政过程中出现的各种问题,并对微博问政中的政府角色定位提出了新的思考。

With the popularity of internet and development of IT, more and more ordinary people concern for national affairs and government work via micro-blog.As a newly developed media, micro-blog not only sharing the public information, but also offering us a new platform which people can participate in discussing and administrating of state affairs.However, the lack of understanding of micro-blog, leading shortage of the government, makes this new media played a lesser role in helping democratic supervision and public participation.This article analyses limitations of micro-blog, discusses how to fix the exact government role in today’ s new form of democratic supervision and public discussion.
