摘要
在剖析"高等教育质量"和"治理"等概念的基础上,提出了"高等教育质量治理"的概念,以其内涵作为研究的逻辑出发点,引申出高等教育质量治理的体系要素,即科学的标准体系、健全的组织体系和规范的法律体系。着重论述质量标准体系建设的推动因素和要素构想;详细阐述质量治理组织体系的组成部分及改革要点;理性分析质量法律体系的构成内容及改革方向。
Based on the analysis of higher education quality and governance,the concept of governance of higher education quality is proposed,then from whose connotations,the basics of the system of governance of higher education quality are developed,including a scientific criteria system,a healthy organization system,and a normative legal system.The paper emphasizes the motivating factors and basics conception in the construction of the criteria system,expounds the components and reform essentials of the organization system,and reasonably analyzes the content and reform direction of the legal system.
