上海合作组织框架下的中国中亚政策与“软实力”战略

China's Central Asia Policy and the “Soft Power” Strategy within the Framework of the SCO

上海合作组织(也称上合组织)是第一个由中国发起和主导的地区性国际组织,上合组织同时也是中国开展中亚外交的重要渠道和平台。中国对中亚政策的总体特点是审慎、务实、平等,不搞地区霸权主义,不干涉中亚各国的内政和内部事务,不为经济合作附加政治条件。除了经济方面的影响之外,中国还通过人文合作向中亚国家展示自己悠久的历史文化,倡导"和谐世界"和"上海精神"理念。对此,中亚国家是表示欢迎的。

Shanghai Cooperation Organization(SCO)is the first regional international organization that sponsored and led by China, simultaneously the significance channel and platform for China's Central Asia policy. The paper points out that the main trait of it is prudent, practical, equal, non-hegemons in region, non-interference in internal affairs of country in this area and without additional politic terms for economic cooperation. In addition to the influence of economy, China shows its long history of culture by means of cultural cooperation and proposes the idea of 'Harmonious World' and 'Shanghai Spirit'. Withal, all Central Asian countries welcome about it.
