摘要
通过中央单位批量集中采购改革试点综合效益明显,对批量采购的认可度大大提高,价格优势明显,有效解决了天价采购、豪华采购问题,加强了部门管理,提高了规范化管理水平。虽然成绩斐然,但还存在一些问题,如采购周期较长,履约中未及时供货、付款,未建立有效的评价、监督机制等。纵观这些问题,很大一部分是由于对批量集中采购的工作流程和业务操作理解不到位造成的。基于此,文中探究了批量集中采购的改革历程、采购流程及业务操作问题,以期更好地指导批量集中采购工作。
Mass-concentrated purchase carried by the experimental Units has brought some comprehensive benefits: the recognition greatly improved,the low prices,effectively solved some problems,such as high prices and luxury purchases,strengthened the management and improved the level of standard of management.Although the achievements,there are still some problems,such as the longer purchasing period,breach of contracts like delivery or payment,lack of effective evaluation and supervision mechanism.Most of these problems are caused by unfamiliarity of procedures and business operations.Based on this,the author explored the reform processes,procedures and business operations of the mass-concentrated purchase to guide it more bitterly.
