北斗系统应用标准化发展战略思考

Consideration of Standardization Development Strategy for BDS Application

北斗系统已具备了区域完全服务能力,尽管国内已实现了北斗系统在部分行业领域的初步应用,但北斗系统的全面推广应用还急需标准化这一手段来助推其发展。通过研究分析并总结国外卫星导航系统(特别是伽利略卫星导航系统)的应用标准化工作及进程,分析了北斗系统应用推广所面临的机遇和挑战以及北斗系统的应用标准化工作现状,明确了北斗系统的应用标准化战略目标,阐述了北斗系统应用标准化工作今后的重点方向和领域,提出了相应的战略举措。

Currently,BeiDou navigation satellite system(BDS)has full operational capability.Although BDS has been ap- plied in some industrial areas,comprehensive application of BDS still needs standardization to force its progress.Through the study and analysis of standardization for other GNSS systems(especially Galileo),the opportunities and challenges of BDS ap- plication and the status of BDS application standardization are analyzed,the strategy goals and important areas of BDS applica- tion standardization are and proposed,some relevant alternative strategy approaches are presented.
