新乡市5条河流都没有新鲜地表径流,本文从控制排放总量、提高处理效率、增强调水能力、形成长效机制等方面提出了许多举措,旨在改善地表水质量、确保出境河流断面水质稳定达标。

The paper puts forward measures to improve surface water quality, including control of emissions, improving processing efficiency, enhancing the ability of water transfering and forming the long-term mechanism, so that the exit river section water quality can reach standards Stably.
