摘要
举国体制是指以国家利益为最高目标，动员和调配全国有关的力量，攻克某一项世界尖端领域或国家级特别重大项目的工作体系和运行机制。是中国所特有的一种现象。第十一届全运会后，人们对一些体育“闹剧”的思考引发了对这种管理体制的进一步质疑。本文分析了举国体制的含义及利弊，同时也对体制改革提出了一些相关建议。
The whole country system is the work system and operation mechanism that considers the national benefit as the highest goal, mobilizes and al ocates the related power of the country, conquer one world cutting-edge area or national special major projects. It is endemic in China. After the 11th National Games, the thinking of sports farce triggers the further question about this management system. This paper analyzes the meaning ,advantages and disadvantages of the whole country system, at the same time, it also puts forward some related advices.
