中国粮食直接补贴政策实施效果与展望

Analysis on Implementation Performances and Development Prospects of China′s Grain Direct Subsidy Policy

粮食直接补贴政策在全国范围内实施已有8年,在促进粮食产量、降低种粮成本、提高种粮农户收益和优化粮食种植结构等方面取得了一定成效。然而在粮食直接补贴实际发放操作中仍存在很多问题,粮食生产和流通环节也还有诸多问题和矛盾亟待解决,因此需要继续完善粮食补贴政策,使之能够长期稳定地支持中国粮食产业的发展。在分析中国粮食直接补贴政策的实施现状和效果的基础上,找出实施中存在的问题,展望粮食直补未来体系并提出完善中国粮食直接补贴政策的相关对策建议。

Grain direct subsidy policy has made a significant success in some aspects,such as stabilization of grain production,reduction of the cost,increase in farmers′ income and optimization of crop structure since its implementation in China for the last eight years.But current implementation of the direct subsidy policy had some problems,meanwhile there were a great deal of questions to be solved in the link of production and circulation.Therefore the grain direct subsidy policy should be perfected in order to effectively promote the long-term healthy and stable development of China′s grain industry.This paper found out some problems on the basic of analyzing implementation performance of China′s grain direct subsidy policy,prospected the system of grain direct subsidy in the future,and put forward some countermeasures to perfect China′s direct subsidy policy.
