浅析新农保的发展与面临的问题——以安徽省池州市为例

Analysis of the Development and Problems of New Rural Pension Insurance——Take Chizhou City of Anhui Province as an Example

新农保正值实施初期,各地试点工作正在火热进行中。新农保工作特点突出,例如参保率较高、选择性强及新旧农保衔接合理等。但与此同时,宣传力度不够,保障水平不高,失地农民补偿与养老问题突出,基础管理混乱,设备不完善等问题显露出来。最后提出加大宣传、激励和提高保障水平等相应的对策以改善新农保宣传和管理等工作,切实保障农民权益。

New rural pension insurance is during the stage of initial implementation and all regions are hot in pilot work.New rural pension insurance had special features,such as high insurance rate,strong selectivity,reasonable link between old and new,and so on.But at the same time,there were some palpable problems,such as insufficient propaganda,low-rise security level,outstanding compensation and pension issues of landless peasants,disordered basic management,incomplete equipment,and so on.Finally some appropriate measures,such as increasing publicity,motivating and improving the level of protection,were put forward to improve promotion and management of new rural pension insurance,even to ensure interests of farmers.
