呼和浩特市农村养老保险现状、问题与对策

我国是一个"未富先老"的发展中国家,按照国际通行的国际老龄化标准,我国在2000年已经进入了老龄化社会。呼和浩特市随着工业化、城市化的加快,农村青壮年劳动力向城市转移,农村老龄化日益严重。本文通过对呼和浩特市农村养老保险的调查研究认为目前存在农民对农村养老保险认识模糊,重视不足;呼和浩特市农村养老保险保障面太窄,保障水平过低;缺乏合格的办理管理运营人才等问题。针对存在的问题提出了建议包括:加大财政支出以进步资金保证;完善农村养老保险的管理体制;不断巩固提升法律和道德在养老保险中的地位。
