助残社会组织参与政府购买服务进展与对策建议——基于上海市的研究

Progress and Policy Suggestions of Disability Organizations Participating Government Purchasing Services——A Study Based on Shanghai City

社会组织参与政府购买服务,是社会治理创新及政府职能转变的重要实践。政府购买服务的推进,决定了助残社会组织的发展特点及其与政府的相互关系。现阶段助残社会组织参与政府购买服务仍存在许多障碍,尽快出台"购买残疾人公共服务的实施意见及办法""购买残疾人公共服务指导性目录""残疾人公共服务的中长期发展规划",针对助残服务机构进行专业人才薪酬标准指导,加大对助残社会组织的引导与培育,是应对这些问题的主要政策手段。

Social organizations participating government purchasing services is an important practice of social governance innovation and government transforming its role. Government (federation of the disabled) buying social services will reshape development features of disability social organizations and their relations with the government. At present, there are still many barriers to hamper their participation of government purchasing services. Therefore, guiding catalogue of purchasing public services for the disabled should be established as soon as possible. Moreover, measures should be taken such as establishing guiding standards of professional talents wage to remove these barriers and promote its healthy development.
