中国残障妇女发展困境、利益需求与对策研究

The Double Examination from Gender and Disability Perspectives: Assessment Study for the Development Status of the Disabled Women in China

《中国妇女发展纲要(2001～2010年)》实施10年来残障妇女的生存发展状况有了明显发展与改善,但是,在残障妇女和妇女整体发展水平之间、城乡残障妇女发展水平之间、残障妇女和残障男性发展水平之间,仍存在较大差距;其原因包括理念、社会、文化、政策等诸多方面。目前不同状况残障妇女最关心、最直接、最现实的利益需求包括基本生活保障与救助、社会融入与社会支持、参与发展和决策三个方面。应当根据国家有关规划、政策,借鉴国际残疾人事务发展趋势与作法,研究制定残障妇女中长期发展目标,从以上分析结果出发,采取针对性措施,加大残障妇女发展力度。

The survival status and development of disabled women from multiple angles have significantly improved during the 10 years that the Program for the Development of Chinese Women (2001- 2010) had implemented. However, there are huge gaps between urban and rural areas, gender differences of the disabled people and between the disabled women and overall women, due to ideal, social, cultural and policy factors, etc. there are three most concerned and direct demands for disabled women’s survival and development, including basic living security and relief, social inclusiveness and support and participation in development and decision-making. This paper finally proposed the medium and long-term development goals and policy recommendations on the disabled women and advised to take niche targeting measures, in order to accelerate disabled women’s development.
