社区为本的残疾人托养服务体系研究

A Research on Community-based Foster Care Service System for the Disabled

近年来,我国残疾人托养服务事业发展成效显著,但目前有限服务与巨大需求间的差距仍较大,制约了残疾人福祉的提升。社区为本的残疾人托养服务模式坚持社会化的福利理念,更加注重社区作为生活共同体的基础性福利地位,具有创新理念、拓展残疾人与其家庭的社会支持网络、发掘更多社会化资源等优势。通过"由社区安养"和"在社区安养"提升残疾人托养服务质量,促进残疾人自立与发展,进而推动残疾人社会政策中政府福利角色的转变,对于服务残疾人群和创新社会管理都具有重大意义。

In recent years, China’s foster care service for the disabled has been developing rapidly. However, there is still a sharp contradiction between limited services and huge demands, which is an obstacle to improve the well-being of the disabled. The community-based foster care for the disabled insists on social welfare ideology and considers community as the basic welfare system. Meanwhile it contains advantages in innovative ideas, broadening social support network and generating more resources for the disabled and their families. Through care in community and care by community, this mode can promote the quality of the disabled services, enhance the disabled people’s independence and development and facilitate the well-being role of government.
