基本公共服务均等化制度中残疾人福祉设计研究--以甘肃为例

Methods for the Disabled People's Happiness and Benefit in Institutional Design on the Fundamental Public Service Equality——Take Gansu as An Example

基本公共服务均等化就是追求最大的公平,按照政府主导、社会共建的原则,加快残疾人社会服务体系建设。本文从基本公共服务均等化入手,以甘肃省有关残疾人状况的调研数据为基础,分析残疾人基本公共服务均等化的意义和现状,并探讨推进残疾人公共服务均等化思路和措施。

The goal of the fundamental public service is to realize the maximal equality. Based on the principle of government leading and society co-establishing, it’s necessary to accelerate the development of social service system for the disabled people. Based on fundamental public service equalization, this paper analyzed the significance and current situation of fundamental public service equalization for the disabled in China. Then it discussed advices on how to promote.
