摘要
民办残疾人服务组织目前还处于起步创业阶段,其发展存在许多困难和问题:服务专业化水平较低;经费困难,生存窘迫,发展举步维艰;多数组织未能进行社团登记,社会认同程度较低;"家族式""作坊式""亲友互助式"管理、生存方式,决定其发展具有鲜明的自发性、盲目性、同质性等特征。民办残疾人服务组织具有与生俱来的体制优势。当前促进民办残疾人服务组织发展既要"放手"发展,又要"援手"支持。本文建议:一是建立健全专业协会,为其提升服务能力和行业自律提供组织保障;二是建立健全公办与民办统筹规划、共同发展的机制;三是建立健全政府购买公共服务的质量标准和评估机制,促进公共服务均等化;四是建立健全考核机制,探索建立社会管理新体制。
The Disabled People's Non-government Organizations(DPNGOs) are still in the beginning stage, so there are many difficulties and problems in their development,such as less professional services,lacking of funds,hard to survive or develop and so on.Most of the DPNGOs have failed to register in civil authority, and they are hard to get public recognition.The family,workshop or mutual help management modes dooms that their development has distinctly voluntary,blind,homogeneous features.However,there is the inherent strengths in the structure of DPNGOs.Currently it not only needs to 'free their hands' to promote the DPNGOs development,but also to 'give them a hand'.In this paper four advices are given as following:1.To establish and improve the non government organizations for disabled people,which provides organizational guarantee for promoting their service capacity and self-discipline.2.To establish and improve the system of overall planning and communal development mechanism for both governmental and non-governmental organizations.3.To establish and improve the assessment systems for government to purchase and equalize the public services.4. To establish and improve evaluation systems and explore new and innovative social management mechanism.
