中国老年残疾人服务政策的回顾与展望

Review and Prospect on Service Policy for the Elderly with Disabilities in China

中国是世界老年残疾人口大国,残疾率高于发达国家甚至大多数发展中国家,做好老年残疾人的服务供给工作,事关国家发展、个人福祉和社会文明的大局。本文在对老年残疾人服务内涵进行必要界定的基础上,系统梳理与回顾中国老年残疾人服务政策的演变历程,揭示其存在的问题与不足,提出未来老年残疾人服务政策的发展方向,即立足老年残疾人机体、心理与社会等方面的需求,实现老年残疾人共享现代社会物质与精神文明发展成果的目标,制定更为人性化、专业化、现代化、系统化的服务政策体系。

China is ranking high in the world in terms of elderly population with disabilities and disability rate is higher than most developed countries and even most developing countries.The supply of services to elderly people with disabilities is an important issue to national development,personal well-being and overall social civilization.This paper defined services for elderly people with disabilities,comprehensively sorted out and reviewed the evolution history of Chinese services policy for the disabled elderly,revealed its problems and shortcomings and its future development direction.That is,based on their physical,mental and social demand,to let them share the results of modern society and develop a more humane,professional,modern, systematic service policy system.
