We have entered a historical phase of social transformation and economic shunt,in which all kinds of social contradictions are active and occurred very often.And that have become a main factor of affecting the social stabilization and development.Therefore,to research how to enhance the levels of maintaining the social stabilization and improve public organs' abilities of handling events in groups in new situations,has become an important task with which the administrative and judicial organs must be faced in the process of maintaining the social stabilization.
